The Decision formalises the EU position to be taken in the international forums that adopt ADR/ADN amendments. During 2024 to 2026 the UNECE Working Party on the Carriage of Dangerous Goods (WP.15) and the ADN Administrative Committee adopted a new set of amendments to the annexes, notified to contracting parties on 1 July 2026 (ADR) and 1 July and 1 September 2026 (ADN).

Because the ADR and ADN are referenced directly by Directive 2008/68/EC - the EU law governing inland transport of dangerous goods - the adopted amendments become capable of decisively influencing Union law. The EU position therefore matters to any manufacturer or operator placing dangerous goods vehicles on European routes.

The amendments under discussion may touch substance classification, labelling and marking, packaging specifications, transport documentation, transport conditions, vehicle and vessel equipment requirements, and driver training. Exact changes will be recorded in the updated ADR/ADN annexes once formally approved by the competent international bodies.
