The measures, announced by RTA and Dubai Police, vary by road and congestion level. Some major roads - Al Qudra Street, Al Meydan Street, all marine bridges and Airport Tunnel - are closed to trucks around the clock. Others, including Sheikh Zayed Road and Beirut Street plus residential areas such as Al Mizhar, Muhaisnah and Oud Al Muteena, carry a 16-hour daily ban from 6am to 10pm.

Urban connectors such as Airport Street, Oman Street and Damascus Street are restricted during three peak windows (6:30 to 8:30, 13:00 to 15:00, 17:30 to 20:00). Operators can apply for a Mobility Permit for Heavy Vehicles in Banned Times and Roads (ROWS) for essential journeys, and RTA has expanded truck rest areas to about 1,000 spaces across the emirate.

For heavy-vehicle and special-purpose vehicle operators running routes into or through Dubai, the tiered ban reshapes scheduling: deliveries must be planned around permitted windows, and essential movements need an RTA permit. Emirates Road remains exempt from the decision.
